Ministry of Sports Proposes Tax Breaks and Visa Reforms to Support CHAN Tournament

The Ministry of Sports has unveiled plans to introduce tax exemptions and visa reforms aimed at easing the movement of fans during the upcoming African Nations Championship (CHAN), which will be co-hosted by Kenya, Uganda, and Tanzania.

Sports Cabinet Secretary Salim Mvurya announced the proposals during a joint press briefing with his Ugandan and Tanzanian counterparts on Tuesday evening, highlighting the region’s collective commitment to ensuring the tournament’s success.

Mvurya revealed that the three countries are working towards implementing a temporary “Pamoja Visa” that will allow football fans to travel freely across the host nations for the duration of the competition. This visa initiative is expected to be rolled out following agreements between the immigration departments of the participating countries, as part of broader efforts to streamline travel and boost regional cooperation during CHAN.

Addressing concerns over recent diplomatic tensions between Kenya and Tanzania, Mvurya reassured the public that preparations for the tournament remain on track. He emphasized that significant progress has been made and that all necessary arrangements are either in place or underway to ensure Kenya is fully prepared to host its share of the event starting in August.

“Our meeting reaffirms our commitment to hosting the CHAN competitions successfully. Each country is focused on meeting all requirements to guarantee a seamless tournament,” Mvurya said.

He added, “We have agreed as ministers from the three countries to collaborate with our respective immigration ministries to ensure smooth visa entry. The Pamoja Visa will be a critical component for facilitating fan movement.”

In addition to visa reforms, the government plans to waive taxes on equipment imported for use during the tournament. This measure is expected to encourage trade and ensure the timely arrival of essential gear.

“Regarding the importation of equipment, we are exploring tax exemptions and other related measures to facilitate smooth logistics,” Mvurya explained.

He also announced that the tournament’s Technical Team will convene on June 10 to finalize budgeting and ensure all logistical and infrastructural requirements are met ahead of the event.

In preparation for the influx of fans, Kenya has been training stewards and security personnel over the past two weeks to maintain safety and order during the tournament.

According to the Confederation of African Football (CAF), all venues must comply with strict safety standards, including secure perimeters, controlled access points, and emergency evacuation plans. Stadiums are required to have individual fixed seating made from unbreakable, non-flammable materials, with backrests at least 30 cm high.

The CHAN tournament is scheduled to take place from August 2 to August 30, 2025, with Kenya, Uganda, and Tanzania jointly hosting the event.
